Repair or Replace a Tap or Toilet

Most drips, runs and slow fills need only a new washer, cartridge or valve, while a cracked tap body, or a cracked cistern or pan, is where replacement starts. The worn part swaps out cleanly; damage to the fixture itself is not repairable.

  1. A dripping washer tap

usually needs a fresh washer, or the valve seat repaired if years of wear have scored it.

  2. A dripping mixer

points to a worn ceramic disc cartridge, which comes out in one piece and swaps over.

  3. A running cistern

is most often cured by renewing the inlet valve and the outlet washer while the cistern body is sound.

  4. Repeated repairs

are the tell: a fixture on its third or fourth fix can cost less over time to replace than to keep mending.

  5. Cracks or heavy corrosion

in the body or the porcelain end the repair conversation; nothing seals a cracked pan.

The washer and cartridge detail lives on our tap repairs page, and the cistern internals on toilet repairs. Swapping an entire suite has its own guide at toilet installation.

The Water Bill Cost of a Slow Leak

No, the utility's concealed leak allowance does not extend to water wasted through leaking taps or cisterns, so the owner carries that loss. The allowance exists for hidden pipe faults under ground or inside walls, not for fittings you can see dripping.

Every drop still passes through the water meter, and the meter cannot tell a drip from a shower. A slow drip can send thousands of litres down the drain over the months it goes unfixed, and that volume lands on the account attached to the property.

At the last census, 24.0 per cent of local dwellings were owned outright and 36.4 per cent carried a mortgage. Either way, the water account belongs to the owner, so fixing the drip early beats paying for a quarter of waste.

If the usage on your bill has jumped but nothing drips, the leak may be concealed. That is a different hunt, and it needs the right detection gear.

Unregulated, Minor and Notifiable Plumbing Work

Only a short QBCC list of small jobs is open to anyone, and on taps and toilets it covers very little:

  • a jumper valve or washer fitted inside a tap
  • the drop valve washer inside a cistern
  • the float valve washer and suction cup rubber, also cistern parts

Even that work has to reach the standard the plumbing code sets. Everything else on a tap or toilet belongs to a licensed plumber. The QBCC guide uses replacing a tap as its own example of work beyond the list.

  1. Repairing or replacing a fitting is minor work

A QBCC licensee does it, with no permit and no Form 4.

  2. Installing a new fixture, or moving an existing one, is notifiable work

No council permit applies, and the plumber lodges a Form 4 with the QBCC within 10 business days of finishing.

Flow Limits That Apply to Rentals

The Water Efficiency Labelling and Standards scheme, known as WELS, rates taps, toilets and showers by stars, with the label showing how much water the fitting uses. For a Queensland rental, the flow numbers matter as much as the stars.

Before an owner can pass the whole water account to a tenant, Queensland tenancy rules set these limits:

  • Internal cold taps and single-mixer taps over a basin, kitchen sink or laundry trough run at no more than 9 litres per minute.
  • A dual flush toilet uses no more than 6.5 litres on a full flush and 3.5 litres on a half flush, averaging under 4 litres.
  • Bath taps, garden taps and taps feeding laundry appliances sit outside the flow limit.

Mitchelton has a healthy share of renters, from the older houses off Samford Road to the unit blocks near Osborne Road, so these limits come up often here. New houses, townhouses and sole-occupancy units also need 3-star taps and showerheads and a 4-star dual flush toilet, though renovations sit outside those minimums.

Fixture Pages Worth Reading

Each fixture has its own page with the detail this one leaves out. The tap repairs page covers washers, jumper valves, cartridges and spindles.

The toilet repairs page works through the parts inside a cistern and the joints around the pan. The toilet installation page steps through choosing and fitting a new suite, including the paperwork.

Tap and Toilet Questions From Mitchelton

Call (07) 3523 6484

Is a dripping tap or running toilet an emergency?

No, both can usually wait for a booked visit, though each keeps wasting water until it is fixed. Water that will not shut off at all is urgent, so close the isolation valve or the tap at the water meter and use our emergency plumber page.

What do the WELS stars on a tap or toilet mean?

The stars come from WELS, the national rating scheme that registers each fitting for how much water it uses and puts that figure on the label. Taps and toilets also need WaterMark certification before a licensed plumber may legally install them.

Are there flow limits for taps and toilets in a Mitchelton rental?

Yes, before an owner can pass the whole water account to a tenant. Internal cold taps and single-mixer taps run at 9 litres per minute or less. A dual flush toilet uses no more than 6.5 litres on a full flush and 3.5 litres on a half flush.

Does Urban Utilities cover water lost to a leaking tap or toilet?

No, it does not. A concealed leak adjustment excludes water lost through leaking taps and toilet cisterns, so the loss stays with the owner. Urban Utilities maintains the mains up to the meter, and everything past it is the property owner's to fix.

What changes the cost of fixing a tap or toilet?

The price depends on which part has failed, the kind of fixture, any damage to the seat or porcelain, and how easy the isolating valves are to reach. A fixed quote sets the figure after we have inspected the job, with no surprises on the invoice.

Who owns the pipe running to my tap, me or the water utility?

Urban Utilities owns the water main up to your meter. Every pipe and fitting on your side of the meter is yours to maintain as the property owner, so tap and toilet repairs on the property side are the owner's job to arrange.
